Study in Canada Scholarships:

The Study in Canada Scholarships program aims to increase opportunities for post-secondary institutions across Canada to welcome international students from around the world.

Successful candidate students from eligible recipient countries/territories will receive the opportunity to pursue fully funded post-secondary studies of up to two academic years in Canada leading to a diploma, post-secondary or post-graduate certificate, or Master’s degree at a college, technical or vocational institute, or university in Canada.

Successful Canadian institutions will have the opportunity to strengthen and diversify their international academic and people-to-people linkages, and to showcase the excellence of Canada’s post-secondary institutions across the country.

The new connections created through the program will diversify and enrich Canada’s education engagement with a diverse range of partners, strengthen bilateral ties, and complement the Government of Canada’s broader international trade diversification efforts.

Competition: Upcoming for the 2021-2022 academic year

Application period: January to March

Canadian institutions can submit applications on behalf of candidates. They may choose to set their own internal deadline to receive supporting documentation.

Description: The new Study in Canada Scholarships program will offer full academic scholarships for up to two years of study at the post-secondary level that leads to a diploma, post-secondary or post-graduate certificate, or Master’s degree at a college, technical or vocational institute, or university in Canada. The Study in Canada Scholarships program is open to students from all disciplines.

Guidelines:

The Study in Canada Scholarships program aims to increase opportunities for post-secondary institutions across Canada to welcome international students from around the world. The academic placement must be carried out on a full-time basis at a recognized Canadian post-secondary institution located in Canada.

The Study in Canada Scholarships program is open to students from all academic disciplines, for programs of up to two years in duration at the post-secondary level leading to a diploma, post-secondary or post-graduate certificate, or Master’s degree at a college, technical or vocational institute or university in Canada.

To be considered for a scholarship, candidate students must first apply for admission to an academic program at a Canadian post-secondary institution. The Canadian institution is responsible for applying for the scholarship on behalf of the student.

Institutions whose applications are successful will receive a contribution agreement for the administration and disbursement of scholarships to the recipients (i.e., the student).

Scholarship value:

Funding for the Study in Canada Scholarships is made available by Global Affairs Canada through its legal title: the Department of Foreign Affairs, Trade and Development (DFATD).

The Canadian institution will receive funding from DFATD for all successful candidates in the form of a contribution agreement and will be responsible to disburse the funds as scholarships to recipients.

The scholarship value varies depending on the duration, level and program of study. The scholarship values are:

• Up to CAD 60,000 for programs of one academic year in duration (e.g., two academic terms of up to 4 months each)
• Up to CAD 120,000 for programs of two academic years in duration (e.g., up to 20 months, including four academic terms of up to 4 months each and one intervening spring/summer term of up to 4 months)

In addition to the funds allocated to the recipients by DFATD, the Canadian host institution may also claim CAD 500 per scholarship recipient to assist with administrative costs once the scholarship recipient arrives in Canada.

Eligible expenses:

• visa and/or study/work permit fees and/or travel related to the collection of biometrics;
• economy-class airfare, for the scholarship recipient only, to Canada by the most direct and economical route and return airfare upon completion of the scholarship;
• health insurance;
• tuition fees and mandatory expenses for the academic program for up to 20 months, including four academic terms (up to 16 months) and one spring/summer term (up to 4 months) for those enrolled in two-year programs;
• living expenses, for the scholarship recipient only, such as accommodation, utilities and food;
• ground transportation expenses, including a public transportation pass; and
• books and supplies required for the recipient’s study or research, excluding computers and other equipment.

The benefits will vary according to the terms and conditions as well as the length of the scholarship.

Scholarship duration:

Scholarships are tenable for a minimum of one academic year and up to a maximum of two academic years (up to 20 months total, including one intervening spring/summer term of up to 4 months). Scholarship recipients may commence their studies or research as early as August 2020 for the fall semester but no later than February 2021 for the winter semester.

Eligibility:

Candidate students:

To be considered for a scholarship, candidate students:

• must be citizens of one of the following eligible countries:
  • Azerbaijan, Bhutan, Comoros, Djibouti, Fiji, Kazakhstan, Kiribati, Liberia, Mauritania, Micronesia, Palau, Tonga, Uzbekistan, Turkmenistan, Vanuatu. Palestinian students from the West Bank, Gaza and East Jerusalem are also eligible. NOTE: Palestinian candidate students residing in the West Bank, Gaza and East Jerusalem are eligible, and may be requested to provide supporting documentation demonstrating their Palestinian identity.
• must not hold Canadian citizenship and must not have applied for permanent residency in Canada;
• must apply for admission to a full time academic program at a Canadian post-secondary institution;
• should indicate their interest in being considered for the Study in Canada Scholarships program when applying;
• must not already be participating in a scholarship program funded by the Government of Canada;
• may already be enrolled in a degree or diploma program at a college, technical or vocational institute, or university in Canada;
• must meet the entrance requirements for the proposed program of study at the time of submitting an application; and
• must possess the linguistic competencies necessary to undertake studies in the language of instruction at the Canadian institution (English or French).

Canadian post-secondary institutions are:

• responsible for submitting applications on behalf of eligible candidates; and
• encouraged to promote this scholarship opportunity through faculty and staff members, as well as to partner institutions in eligible countries/territories.

Terms and conditions:

The following terms and conditions must be met during the period of the scholarship.

The Canadian post-secondary institution must:

• be recognized by its provincial or territorial government;
• enter into an agreement with the recipient stating that:
  • funding for the Study in Canada Scholarship is provided by Global Affairs Canada (GAC) – legal name: Department of Foreign Affairs, Trade and Development (DFATD);
  • the recipient must provide the Canadian institution with records to account for major expenses such as travel and lodging; and
  • the recipient agrees to have their contact information shared with Global Affairs Canada (GAC), for reasons such as: to be invited to join GAC alumni networks; to attend events organized by the Canadian Embassy, High Commission or mission in their home country/territory and by GAC in Canada; or for promotional and statistical purposes;
• must ensure recipients have appropriate health insurance for the full duration of the scholarship, as per the policies of the Canadian institution; and
• provide qualitative and quantitative reports during the scholarship period.

Scholarship recipients:

• must engage in full-time studies or research as defined by the Canadian institution;
• must be proficient in the language of instruction at the Canadian institution (English or French) before their arrival in Canada as the scholarship does not cover language training. Language requirements are set by each Canadian institution;
• may not hold any other scholarship granted by the Government of Canada;
• who are enrolled in courses must arrive in Canada by September for the fall semester or by February for the winter semester;
• must maintain good academic standing in order to remain eligible for the scholarship;
• must ensure that they have appropriate health insurance for the full duration of the scholarship, as per the policies of the Canadian institution; and
• must focus primarily on full-time studies or research during their stay in Canada.

Additional important information:

• Scholarships cannot be deferred.
• Priority will be given to candidates who have not previously received a scholarship funded by the Government of Canada.
• In instances where a selected student recipient is unable to participate in the program, institutions may propose alternate candidates to take the place of the originally intended recipient, provided scholarship applications for these individuals have been submitted, accepted, and placed on a reserve list.
• Scholarships are not taxable for either the Canadian institution or the scholarship recipient.

Application period:

The application period will be open from January to March 2020.

Canadian institutions will be able to apply on behalf of eligible students during that period.

It is the responsibility of the Canadian institution to ensure that supporting documents are received by the deadline. Supporting documents, other than those requested, will not be accepted.

Canadian institutions are advised to establish an earlier deadline with candidates to ensure timely receipt of supporting documents.

Arrival in Canada:

Scholarship recipients may commence their studies or research as early as August 2020 for the fall semester but no later than February 2021 for the winter semester.

Notification:

Canadian institutions will receive a preliminary update on the eligibility status of their respective applications by the end of April 2020. The Scholarship Administrator will communicate all updates and results to the main contact at the Canadian institution.

Canadian institutions will be informed of the final selection and results by the end of May following approval from the Department of Foreign Affairs, Trade and Development (DFATD).

Candidate students are advised to contact the Canadian institution regarding the status of their application.

Canadian institutions with successful candidates will receive a contribution agreement for the administration and disbursement of funds as scholarships to the recipients.

Application process:

Candidate students:

• who wish to be considered for a Study in Canada Scholarship should submit an application to a Canadian post-secondary institution for admission to the program of their choice;
• are encouraged to indicate their interest in being considered for the Study in Canada Scholarships program when applying;
• are responsible for ensuring they meet the admission requirements of their selected institution and academic program; and
• are responsible for providing supporting documents requested, within the required timelines.

The Study in Canada Scholarships program is open to students from all disciplines.

Canadian institutions that have received an application from a student who meets the eligibility criteria for the Study in Canada Scholarships program can submit an application for the scholarship on behalf of the student.

Canadian institutions:

• must apply on behalf of the candidate(s) by submitting the online application form and uploading all supporting documents prior to the deadline;
• may submit multiple applications and may be asked to rank their applications, based on their strategic priorities;
• should identify a single person responsible for the administration of the program; and
• should instruct faculty or staff members who are submitting an application to notify the person responsible for the administration of the program at their respective institution, as the institution may be requested to rank multiple applications.

Instructions:

Canadian institutions must:

1. Complete an online application for each candidate student.
   • Institutions which do not have an account first need to Register an account.
   • Under “For Non-Canadians” section, scroll down to the option “Study in Canada Scholarships” and click on Apply Now.
2. Enter data in the fields marked mandatory, following instructions for each item, or copy and paste it from another source. Note that:
   • the name of the candidate must be exactly the same as it is on their passport or travel document; and
3. Upload all required supporting documents.
4. Upon completion, verify the data prior to submission.
5. Print the form for their records using the print function in the browser.
6. Click SUBMIT to provide their form electronically to the Department of Foreign Affairs, Trade and Development (DFATD). The institution will receive a confirmation message and reference number once their form is submitted.

NOTE: Institutions will have the ability to save applications and complete them at a later time. Both saved and submitted applications will appear on the institution’s profile homepage.

Supporting documents:

The following documents must be uploaded and attached to the online application form in one of the following formats: .pdf, .jpg, .doc, .docx, .txt or .gif. Each document must be smaller than 5 MB in order for the application to upload successfully.

• Proof of citizenship/identity: a copy of the candidate’s passport or official identity document with valid dates. Note: a driver’s licence, permanent resident card, student card or baptism certificate is not accepted as proof of citizenship. The country/territory of citizenship/residency selected in the online application form must be the same as the country/territory of the proof of citizenship/identity. For applications for eligible Palestinian students, the option “other” should be selected from the pull-down menu. A copy of the Palestinian candidate’s official identity document and/or official travel document with valid dates should be provided. NOTE: Palestinian candidate students residing in the West Bank, Gaza and East Jerusalem are eligible, and may be requested to provide supporting documentation demonstrating their Palestinian identity.
• Letter of intent from the institution: a letter in English or French from the Canadian institution describing: i) its rationale for nominating the candidate(s), ii) how receiving the student(s) will contribute to the school’s international linkages and internationalization objectives, and iii) how the candidate’s studies will contribute to developing ties between the recipient’s country/territory and Canada (maximum one page). See “Selection Process” for more information on the criteria that will be used to assess applications.
• Conditional letter of acceptance: The Canadian institution must include a letter confirming the student has received conditional admission to the program of study.
• Academic plan of the proposed candidate: An academic plan, prepared by the institution, outlining the candidate’s proposed program of study, including all semesters spent in Canada. For students intending to pursue a two-year program, the plan should include the proposed activities for the intervening spring/summer semester.
• CV of the proposed candidate: A curriculum vitae for the proposed candidate outlining the individual’s qualifications.
• Budget: The institution must provide a clear and itemized budget indicating how the scholarship will be used to cover eligible expenses (e.g., tuition, living expenses, healthcare).
• Privacy Notice Statement: a copy of the Privacy Notice Statement for non-Canadian participants dated and signed by the candidate.

Late or incomplete submissions will not be considered.

Selection process:

The following guidelines are followed for the review, assessment and selection of applications:

• All online applications received by the deadline will be pre-screened to ensure they meet eligibility requirements established for the program.
• Eligible and complete applications, including the supporting documents, will be evaluated based on their potential to strengthen and diversify Canada’s international education engagement, with attention to criteria such as:
  • Diversity of recipient countries/territories of nominated candidate students
  • Broad regional representation of participating Canadian institutions
  • International linkages and internationalization objectives advanced by participating Canadian institutions
  • Gender representation
• Should there be a larger number of applications than funding available, the Canadian institution will be asked to rank its eligible applications based on its institutional strategic priorities.

Conditions:

Scholarships are subject to the availability of funding provided by Global Affairs Canada.

Selection decisions are final and are not open to appeal. The Department is not able to provide feedback for unsuccessful candidates.

Q. Do I have to be living in my country of citizenship in order to be eligible?

A. No. Students who meet the eligibility criteria are eligible regardless of where they are currently living. A copy of your passport or official identity document with valid dates will be requested to support your application. Special provisions apply for eligible Palestinian students residing in the West Bank, Gaza and East Jerusalem who may be requested to provide supporting documentation demonstrating their Palestinian identity.

Q. Am I eligible to receive a scholarship under this program if am already studying in Canada on another scholarship?

A. Students who are receiving scholarships from organizations other than the Government of Canada (e.g., from an institution), are eligible.

Q. Am I eligible to receive this scholarship if I am a citizen or resident of an eligible recipient country/territory, but have applied for Permanent Residency in Canada?

A. No. Students who have applied for permanent residency in Canada are not eligible.

Q. What are the language requirements to apply for the scholarship?

A. Students must be proficient in the language of instruction at the Canadian institution (English or French) before their arrival in Canada. Language requirements are set by each Canadian institution.

Program eligibility:

Q. I would like to apply for a program that is over two years in duration. Can I apply and get two years of scholarship funding?

A. No. Scholarships are only for programs of study that can be completed in two academic years or less with full-time status.

Q. Are there restrictions on which programs may be covered by the scholarship?

A. There is no restriction on the discipline or field of study. To be eligible, programs must be able to be completed within two academic years or less with full-time status.

Q. Can I apply to multiple programs at multiple Canadian post-secondary institutions?

A. Yes. You can apply to as many Canadian post-secondary institutions as you like. The Canadian institution will decide whether to submit an application for the scholarship on your behalf. Eligible students who wish to be nominated for a scholarship (i.e., to have the Canadian institution apply for a scholarship on your behalf), must indicate their interest in being nominated for a Study in Canada Scholarship in their school application or cover letter.

Q. Can multiple Canadian post-secondary institutions submit scholarship applications on my behalf?

A. Yes. If you meet the eligibility criteria for the scholarship and you apply to multiple programs at multiple Canadian institutions, each of those institutions is eligible to apply for the scholarship on your behalf. Successful candidates will only receive one scholarship, however.

A. To be eligible to apply for a Study in Canada scholarship on behalf of a student, the Canadian post-secondary institution must be recognized by its provincial or territorial government.

Q. How do I apply to receive a Study in Canada Scholarship?

A. Students cannot apply directly for the scholarship. The Canadian institution is responsible for applying for a scholarship on behalf of the student. Students who would like to be considered for a scholarship must first apply for admission to a program at a Canadian institution. Eligible students who wish to be nominated for a scholarship (i.e., to have the Canadian institution apply for a scholarship on your behalf), must indicate their interest in being nominated for a Study in Canada Scholarship in their school application or cover letter.

Students should consider applying to the Canadian institution well in advance of the March 2020 deadline, to allow sufficient time for the Canadian institution to prepare an application on their behalf.

Deferrals:

Q. I received a conditional offer of acceptance to a Canadian institution, but can no longer travel to Canada at this time. If I am selected to receive a scholarship, can I defer it to a later time?

A. No. Scholarships cannot be deferred.

Personal dependents:

Q. I would like to bring dependants with me. Am I still eligible to receive a scholarship?

A. Award values include eligible expenses for the scholarship recipient only. Recipient students wishing to bring dependants with them to Canada will be required to apply for the appropriate temporary residence permit(s) for any accompanying dependants, and to defray all costs associated with their dependants’ travel to and from, and stay in, Canada.
